RBI GOVERNOR: Need new rules for global economic responsibilities

Benefits of unconventional monetary policy are diminishing

External spillover of monetary policy being neglected

Costs of unconventional policies are increasing

Structural slowdown in global potential economic growth

Policies likely to have net adverse outside spillovers should be avoided

Should rate monetary policy based on the number of adverse spillovers it has.

Reason for the slow growth is the overhang of debt during the recession.

Sustainable sources of growth are limited, politically very expensive.
